McKinney–Vento Homeless Assistance Act

An act which ostensibly provides aid to the homeless: federal funds for homeless shelter programs. This act was signed by Reagan in ‘87…you read that correctly. Whether or not it has been efficacious is a different matter. Although the reasons for implementing it are altruistic, what incentives were behind Reagan’s administration passing it. Was it the creation of bureaucratic N.P.O.s? Did it pave the way for privatizing and speculating homes, placing the ball in the developer’s court?
